As Nepal participated in the monitoring survey for the first time in 2008, this sets the baseline.  The survey shows that, as a country emerging from conflict, Nepal and its donor partners still face many challenges in implementing their aid effectiveness commitments, although there have been some good examples of donor harmonisation, particularly in health and education.
