Resource flows to fragile states
In December 2005, the DAC established a regular mechanism for reporting on resource flows to fragile states. This third annual report found that aid levels had increased, but mainly as a result of once-off debt release to a few countries. In 2006, total aid to 38 fragile states amounted to US$26.8 billion, or just over 25% of the total. However, 75% of this benefited just five countries –

Cambodia Aid Effectiveness ReportsThe Cambodia Aid Effectiveness Reports are produced on an annual basis by the Government in consultation with development partners, and used to develop policy recommendations for presentation at the annual Cambodia Development Cooperation Forum. In 2008, an independent review team was commissioned to carry out an Evaluation of Aid Effectiveness. This served as an input into the 2008 Aid Effectiveness Report, together with the Paris Declaration monitoring survey, analysis of the Cambodia ODA Database and a range of other analytical work, including on technical cooperation and mutual accountability. The Report called for stronger political leadership to counter evidence of fatigue, and more effort to simplify and prioritise aid effectiveness initiatives. It called for more effective partnership dynamics, and a clearer overall focus on capacity development.

Aid volatility: an empirical assessmentThis article examines empirical evidence on the volatility and uncertainty of aid flows and the policy implications. Aid is found to be more volatile than fiscal revenues—particularly in highly aid-dependent countries—and pro-cyclical, in that shortfalls in aid and domestic revenue tend to coincide. The article also finds that uncertainty about aid disbursements is large and that the information content of commitments made by donors is small.

OECD Survey on Aid Predictability
The OECD carries out an annual survey on aid allocation policies and forward spending plans. The survey tracks progress by donors on scaling up of global assistance, as well as forward estimates at country level. The survey showed that while aid budgets remain annual, most donors operate multi-year programming frameworks, with information on planned expenditure. However, the extent to which this information is shared with partner countries varies. Some donors provide funding predictions in formal agreements, and others through informal communications. Some donors are unable to provide such information, or do so only in relation to budget support.

Cambodia ODA DatabaseThe Cambodia ODA Database aims to establish a complete record of development assistance. It enables monitoring of the alignment of assistance with the national development plan and the Government’s aid management policies. As well as financial and status information on individual projects entered by donors, it captures information on the Paris Declaration indicators, facilitating aid effectiveness monitoring. The Database is able to generate overviews of progress on aid effectiveness in each sector, although its accuracy depends on donor diligence in supplying information.

Lessons learned from establishing AIMSThis review of lessons learned on developing AIMS offers a range of practical advice, such as designing the system according to the information and reports it needs to generate, building on existing reporting processes, keeping information needs as simple as possible and identifying an appropriate host agency in government.

Role of AIMS in implementing the Paris DeclarationThis paper from the DAC Working Party on Aid Effectiveness argues that AIMS make an important contribution to implementing the Paris Declaration by encouraging improved alignment and predictability of aid, tracking the use of country systems for aid delivery, improving harmonisation at the sectoral level, facilitating results-oriented reporting and assessment frameworks, and improving mutual accountability through increased transparency.

International Aid Transparency Initiative (IATI)
The International Aid Transparency Initiative (IATI) is an initiative of donors, partner countries and civil society organisations launched in September 2008 to agree common transparency standards for aid flows. The full set of standards will be drawn up after detailed consultations, and are expected to cover: publication of information on aid flows and activities, including at country and project level; common formats and defitions for reporting; the development of mechanisms for electronic exchange of information; and a code of conduct on access to information.
