The 2005 Paris Declaration on Aid Effectiveness sets out to accomplish a major shift in the way development assistance is provided.  Its core principles – ownership, alignment, harmonisation, managing for results and mutual accountability add up to a radical change for both donors and partner countries. The 3rd High-Level Forum (HLF 3) in Accra in September 2008 will take stock of how far the reality of aid has changed in response to these principles. This information portal is designed to help governments in the Asia and the Pacific region to prepare for and contribute to HLF 3 debates. The information has been assembled through an independent review of the literature and offers:
        • an introduction to the issues likely to be debated at Accra;
        • descriptions of the current evidence and available literature which informs those debates;
        • information about on-going workstreams in preparation for Accra;
        • information and links on where to go for further information.
        • Provocative questions and challenges for developing more analysis and evidence

The portal has two parts. The first part is organised around the nine topics of the Round Tables to be held at HLF 3.
It includes information on key cross cutting issues which will be discussed in all Round Tables.

The second part provides a guide of websites and key information resources on aid effectiveness, at the global, regional and country levels.  It includes information on the 21 countries that are signatory to the Paris Declaration in Asia and the Pacific.
