Many countries in Europe and the Commonwealth of Independent States are making progress in aid effectiveness. Regional integration is increasingly in the spotlight as some countries move away from post-conflict recovery.



The region receives relatively large amounts of ODA, particularly from multilateral organisations. Aid has been instrumental in helping the region in meeting the Millennium Development Goals. As many countries seek EU membership, the block is playing a bigger role as a development partner. Some countries remain dependent on aid, others are decreasing their dependency and some are emerging as aid providers elsewhere in the world.



Key themes in aid effectiveness for the region include the use of country systems, aid transparency and predictability, ownership, civil society involvement and gender mainstreaming and budgeting.



Shared messages for Busan include establishing a new and more inclusive development co-operation architecture, establishing appropriate effectiveness structures, boosting the use of country systems and cutting the number of parallel development project implementation units.



The regions location provides unique access to key markets. Typically countries are small to medium sized economies. Challenges remain in combating rural poverty, implementing market reforms, building democratic institutions and strengthening the rule of law. Huge potential for growth exists through the wealth of natural mineral resources and fertile agricultural and arable land.
